Covered Employer Participation Agreements

Covered employers who make contributions to NEAP on behalf of employees in an IBEW bargaining unit may also contribute to NEAP on behalf of employees not in that bargaining unit (non-bargaining employees). In order to contribute on behalf of non-bargaining employees, covered employers must enter into a NEAP Participation Agreement for Covered Employers (Participation Agreement).

The employer may elect to make contributions on behalf of all non-bargaining employees, or opt to make contributions on all non-bargaining employees who meet NEAP's definition of alumni.

Note: If a NEAP Covered Employer's collective bargaining agreement requires contributions to NEBF and NEAP on behalf of bargaining unit employees, the employer will need to sign a Participation Agreement for NEBF in order to cover its non-bargaining employees under NEAP. In this case, the NEBF Participation Pgreement must cover the same group or a larger group of employees as the NEAP Participation Agreement.
